This NPC is located on the second floor of the tower, right above the entrance to the Halls of Atonement dungeon. To find him, go up in the air and go to the coordinates: /way 78.58, 49.73. There you will find the entrance, and a few meters away from it will stand Soulstalker Doina.
During the fight, this NPC will try to run away from you and slow you down with traps. Pursue him by passing through bloody mirrors (portals) and keep chasing him until his health drops to zero. He will not be able to escape your pursuit and you will catch up with him sooner or later.
