This isn't just any old rusty key - it's a lockpick for the Faded Supply Chest.
To get this key, you need to kill the Drowned Arathi mobs, which are located in the Hallowfall location on a remote island (see screenshot).

However, don't think that getting the key will be easy. In addition to battles with Drowned Arathi, you will have to face rare and elite mobs that dwell nearby. The chance of dropping a key is only 7%. Prepare yourself that if you are unlucky, you may spend the whole day trying to get this key.
