The entrance is located at the coordinates: /way 54.78, 89.81. Go downstairs and a hall with portals will appear in front of you. Turn left - the portal you need is located at the coordinates: /way 57.85, 89.85.

If you don't see the portal, then you need to complete the story quests. Only after that it will be available for use.
