This NPC is located in the Revendreth location. You can find him at the coordinates: /way 36.75, 45.65. He flies along the wall, but he is protected and cannot be attacked until the protection is removed.

To remove the protection, you need to kill three Stone Legion Punisher, which are located on the wall along which the NPC is flying. Once you kill these three creatures, the NPC will drop to the ground and you can fight him.
